PC ]

INCREASE WEEKLY HOURS OF PUBLIC WORKS MECHAtNIC
By: Dean Kapler, Director of Public Works

Background:

Earlier in 2000 the position of Public Works Mechanic was established to perform both repairs
and preventative maintenance to the Public Works fleet of vehicles and equipment. To date the
position has worked out extremely well. Most of the preventative maintenance is done "off-line"
during the evening hours when both full time and the majority of seasonal employees are not
working, limiting the amount of downtime and in turn allowing staff to achieve maximum field
hours, The Mechanic reports to the Streets Supervisor who also feels the program is very
eft~ctive.

The Mechanic has also been utilized in minor repairs and maintenance of Fire Department
vehicles. Prior to the establishment of the mechanic position, most of this activity was done by an
outside service.

The position was originally purposed at 10-20 hours per week but budgeted at 10 hours per week
or 520 hours per year.

Recommendation:

Staff is recommending the weekly hours of the Mechanic be increased to 20 hours per week
through year end. Staffhas included a proposal for a mechanic at 20 hours per week in the 2001
budget, This will allow time for maintenance activity on all the Public Works equipment and
more activity in Fire Department equipment. A review of the balance of city vehicles may be
done to possibly include the City Hall fleet and include Police vehicles.

The financial impact of this change is approximately $6313 for the year ($4906 in hourly wage
and $1407 in benefits) and will be absorbed by the existing Public Works Department budget.

Committee Action:

Motion to recommend to Council staff direction to increase the Mechanics hours to 20 per week
through year end.

Council Action:

Motion to increase Mechanic's hours to 20 per week through year end.

Reviewed by:
City Administrator
Human Resources Manager
Director of Public Works
Finance Officer

PC: 6/13/00

-287-
