presented to the existing residents that included public streets, but the residents were highly <br />opposed to that plan. <br /> <br />Community Development Director Frolik noted that Public Works and City Engineer prefer the <br />private drive because of the higher density. <br /> <br />Councilmember Connolly inquired if it would be possible to construct a one-way public street. <br /> <br />Mr. Bulow reviewed four street layout alternatives that included the construction of a one-way <br />street. <br /> <br />Councilmember Connolly questioned how much traffic stacking room would be available. <br /> <br />Mr. Bulow replied that there would be adequate stacking room for 16 cars, which the traffic <br />engineer fi.om Hakanson Anderson felt was extremely adequate for the area. <br /> <br />Mayor Gamec questioned how many units will be in each apartment building. <br /> <br />Mr. Bulow replied that there would be 70 to 80 units in each building, which would make the <br />overall density for the entire site less than 15 units per acre. <br /> <br />Councilmember Connolly stated that she would like further information on one-ways and the <br />impact it would have. <br /> <br />Consensus of the Council was to add the issue to the next Council work session. <br /> <br />#2: Proposed Housing Project (Water Tower Site) <br /> <br />The developer requested that their item be tabled. <br /> <br />//3: ACCAP Project <br /> <br />Jeff Johnson, ACCAP, stated that he wanted to keep the Council aware of what has been <br />happening regarding communications with the neighborhood. He explained that ACCAP has <br />held three neighborhood meetings with the attendance of the residents falling to two at the last <br />meeting. He explained that ACCAP is moving into the final step and putting development plans <br />together which will first be presented to the neighbors. The plan is to present the development <br />plans to the neighborhood and get their written approval before it is presented to the Council. <br />Mr. Johnson explained that the site plan has been reduced by 28 units at the request of the <br />neighborhood and they will not be constructing any units on the west side of Sunwood Drive. <br />Mr. Johnson presented the Council with a copy of minutes that a resident had taken during the <br />neighborhood meetings. <br /> <br />City Council/March 28, 1999 <br /> Page 4 of 8 <br /> <br /> -54- <br /> <br /> <br />
