Councilmember Elvig stated that the only problem he has is that it seems to him that when he
drives by he does not pay attention to the signs because there is so much going on right there.
He stated that perhaps the City could talk to the applicant about losing some of the other signage
out there.

Community Development Director Miller stated that she thinks the temporary signs are out there
because there is not room on the sign for all the tenants.

Councilmember Dehen stated that he thinks the temporary signs seem to have turned into a
summer long business rather than just a two-week length of time.

City Administrator Ulrich stated that the Council did amend the ordinance for transient
merchants to only be able to stay 30 days, but that does not start until 2009.

Councilmember Jeffrey stated that at the EDA meeting, there was discussion about the
temporary signs and that if this overage was approved, the City may restrict the temporary signs
that are out there. He stated that he would encourage the businesses to utilize this new sign and
the reader board and less of the temporary signs.

Councilmember Elvig stated that he feels the Council. could put a condition on the variance that
the temporary signs are reduced or eliminated.

Councilmember Jeffrey stated that it would be at the building owner's discretion of what can go
on the reader board and asked who applies for the temporary signs.

Councilmember Dehen stated that it seems to him that, similar to political signs, the owner of the
property has to approve of the signs, so he does not see it as a tenant issue, but a property owner
Issue.

City Attorney Goodrich stated that this is correct and the signs go with the property owner.

Councilmember Strommen stated that the problem is that these signs have not been temporary,
but permanent. She stated that she does not think it is completely unreasonable to allow for truly
temporary signs that can advertise a special event.

Councilmember Elyig asked if there were any language that could be included that would define
temporary signs. '

City Attorney Goodrich stated that he thinks there are provisions in the sign ordinance for
temporary signs and asked that this be tabled for a bit to allow him time to review this.

Acting Mayor Elvig stated that the Council would postpone this Case until later on the agenda.

City Council October 28, 2008
