<br />Discussion: <br /> <br />The Minnesota Manual on Uniform Traffic Control Devices (MNMUTCD) provides guidance <br />on the placement of Stop signs. The manual states that in many low traffic volume situations <br />with no unusual history of intersection crashes, no control is an effective strategy because each <br />driver is required to assume responsibility for proceeding safely through the intersection. This <br />uncontrolled intersection can be considered a low volume intersection as is evidenced by the <br />daily traffic counts above. <br />However, because of the fact that the south leg ,of this intersection is a cuI de sac, the traffic on <br />146th is. double that on either leg of Fluorine Street. Yet traffic law provides that at unmarked <br />intersections the tee street (146th Avenue)must yield to the through movement (Fluorine Street). <br />This creates a situation where northbound Fluorine Street has the legal right of way over the <br />more predominant movement of westbound 146th Avenue onto northbound Fluorine Street. This <br />fact coupled with the impaired sight lines is the basis for staff recommendation for the posting of <br />the requested sign. <br /> <br />Recommendation: <br /> <br />Staff recommends that a Stop sign be posted on the west leg of the intersection of Fluorine Street <br />and 146th Avenue. Since the safety concemexpressed in the petition involves pedestrians, <br />specifically children traveling to and from the park, an additional consideration may be the <br />installation of a side,walk along 1he east side of Fluorine Street from Sunwood Drive to the Park <br />entrance to increase the separation distance between vehicles and pedestrians. A petition for such <br />a project would need to be presented to the City by the neighborhood in support of such an <br />improvement. It is also recommended that the basketball hoop located on Fluorine Street be <br />removed to an appropriate location. <br /> <br />Action: <br /> <br />Motion to recommend to City Council a Stop sign be posted on the west leg of the intersection of <br />Fluorine Street and 146th Avenue, and that other considerations discussed under staff <br />recommendations be further discussed with the neighborhood. <br /> <br />Reviewed By: <br />Director of Public Works/Principal City Engineer <br />Assistant City Engineer <br />Public Works Street Supervisor <br />City Attorney <br />Chief of Police <br />Parks Supervisor <br />PW: 10/21/08 <br /> <br />2 <br />
