<br />CASE #3 <br /> <br />CONSIDER ACQUISITION OF TAX FORFEIT PROPERTIES <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />The City has received notification that three parcels of tax forfeit land have become available to <br />the City for uses relating to public purposes. A copy of the correspondence from Anoka County <br />regarding the acquisition and its process is attached to the case. Illustrations of these parcels are <br />also attached. Below are summary descriptions of the parcels along with their potential public <br />use: <br />. Outlots A & B The Ponds of Ramsey 2nd Additions':"" These two parcels are contiguous to <br />each other as well as to dedicated park. There is an existing park trail in close proximity <br />to these parcels. Neither outlot has legal access to a public street. The majority of each <br />outlot is wetland and the remaining dry property is steeply sloped. The public usage for <br />these properties would include drainage and utility purposes as well as passive recreation. <br />. Outlot C Wildlife Sanctuary 3rd Addition":' This is an irregularly shaped nine acre parcel <br />which is, almost entirely wetland. The public use of this property would be for drainage <br />and utility purposes and open space. <br /> <br />Recommendation: <br /> <br />Staff recommends that the Committee recommend to City Council that staff be directed to file <br />written application to withhold Outlots A & B of The Ponds of Ramsey 2nd Addition from sale <br />and that the City proceed to acquire the parcel for drainage and utility and park purposes; and <br />Outlot C of Wildlife Sanctuary 3rd Addition for drainage and utility purposes.. <br /> <br />Financial Impact: <br /> <br />The City would be responsible for maintenance cost incurred by the County during the six month <br />withholding period. Although this cost is anticipated to be minimal, staff has contacted Anoka <br />County to define this cost more precisely. <br /> <br />Action: <br /> <br />Motion to recommend to City Council that staff be directed to file written application to <br />withhold Outlots A & B of The Ponds of Ramsey 2nd Addition from sale and that the City <br />proceed to acquire. the parcel for drainage and utility and park purposes; and Outlot C of <br />Wildlife Sanctuary 3rd Addition for drainage and utility and pu~oses.. <br /> <br />Reviewed By: <br />Director of Public Works/Principal Engineer <br />Park and Recreation Supervisor <br />.
