<br />7. That PSD, LLC, hereinafter referred to as "Applicant," properly applied for a conditional use permit <br />to exceed the allotted square footage for wall and directory signs and to use lettering that is greater <br />than twelve (12) inches and four (4) inches in height, respectively, for wall and directory signs. <br /> <br />8. That the Applicant appeared before the Ramsey Planning Commission for a public hearing pursuant <br />to Section 9.03.05 (Conditional Use Permits) of the City Code on September 4, 2008, and that said <br />public hearing was properly advertised, and that the minutes of said public hearing are hereby <br />incorporated as a part of these findings by reference. <br /> <br />9. That the Subject Property is approximately 3 acres in size. <br /> <br />10. That the Subject Property is zoned TC-1. <br /> <br />11. That the parcels to the south, north , and west are also zoned TC-l; the parcel to the east is zoned <br />TC-3. <br /> <br />12. That the Town Center district sign regulations, excluding the TC-2 subdistrict, are much more <br />restrictive than the sign regulations for the other Business and Employment districts. <br /> <br />13. That the Subject Property was developed with a 3-story building with a footprint of 17,000 square <br />feet and a total area of 54,000 square feet. <br /> <br />14. That in February of 2005, the City granted a conditional use permit to the NAU building at 7333 <br />Sunwood Drive N.W. to exceed wall sign allotments as the permitted square footage is not <br />proportionate to multi-story buildings, which are required in the Town Center core. <br /> <br />15. That in December of 2006, the City granted a conditional use permit to Sophia-RTC to exceed the <br />number and size of signs allowed on what is generally known as the Coborn's block as the amount of <br />signageallowed by Town Center regulations did not take into consideration multiple buildings on <br />one parcel. <br /> <br />16. That the Applicant has stated that the amount of signage requested is proportionate to the size of the <br />building, street frontage, and parking lot location. <br /> <br />17. That a conditional use permit to exceed sign size restrictions will/will not grant the Applicant special <br />privileges that are denied by the City Code to other properties in the commercial area. <br /> <br />18. That the proposed increase in sign surface area will be designed so as to be harmonious and <br />appropriate in appearance with the existing or intended character of the vicinity and will/will not <br />change the essential character of the area. <br /> <br />19. That the proposed increase in sign surface area will not adversely impact traffic in the area. <br /> <br />20. That the proposed increase in sign surface area will not be unduly dangerous or otherwise <br />detrimental to persons residing or working in the vicinity of the use or to the public welfare. <br /> <br />RESOLUTION #08-09-177 <br />Page 2 of3 <br />
