<br />CASE # a <br /> <br />PUBLIC HEARING: CONSIDER INCREASING <br />OFF-SALE INTOXICATING LIQUOR LICENSE FEE <br />By: Jo Thieling, City Clerk <br /> <br />Background: <br /> <br />In 2007, the State of Minnesota increased the amount cities were allowed to charge for an off- <br />sale liquor license from $200 per year to $370 per year. The City of Ramsey didnot increase the <br />fee in 2007 or 2008. Staff is asking Council to consider an increase of $90 for license year <br />2009/2010 and the additional $90 for 2010/2011. (The renewal time for liquor licenses is July 1.) <br /> <br />There are certain conditions set forth by the State that would allow the licensee to be refunded <br />$100 by the City. Those conditions are spelled out in the State Statute (attached). Council will <br />recall that in July of this year, an ordinance (also attached) was adopted which would allow an . <br />additional $100 be deducted from an off-sale establishment's annual fee if they purchase and <br />utilize electronic age vertification technology. If the off-sale liquor establishment met all these <br />. conditions, the total for their license would be $90 for 2009/2010 and $190 for. year 2010/2011. <br />Even with a fee increase, the total cost for the license could potentially be less than the current <br />fee. <br /> <br />State Statutes regulates that a liquor license fee be increased only after a public hearing has been <br />held. Statute also rules that all affected licenseses be mailed notice of the proposed increase at <br />least 30 days in advance of the hearing.
