<br />CASE # Lf <br /> <br />CONSIDER ACCEPTING PLANS AND SPECIFICATIONS FOR <br />IP 08-37 COUNTY POND STORM SEWER OUTLET <br />By: Leonard Linton, ~ivil Engineer II <br /> <br />Background: <br /> <br />The Ramsey Town Center Project was approved in 2003. The storm water plan called for <br />creating a series of linked regional ponds on the site, eliminating the need for small ponds in <br />each neighborhood of the project. The plan also included a storm sewer outlet from the ponds to <br />the Mississippi River. <br /> <br />The developer asked for permission to delay installation ofthe outlet pipe when they applied for <br />the Lower Rum River Water Management Organization (LRRWMO) permit. The LRRWMO <br />permit allowed for a percentage of the site to be developed before the pipe was required. This <br />was based on the established LRRWMO policy for development in closed basins without an <br />outlet. The permit stated the pipe must be operational prior to approving development beyond <br />the stated threshold. The project is near this threshold and the pipe will need to be in place in <br />order to approve new developments in Ramsey Town Center. <br /> <br />, <br />.::; <br /> <br />In addition to the storm sewer installation, the plans include construction of a bituminous trail <br />within the same corridor to provide access to the Mississippi River. If approved it is anticipated <br />that bids will be opened on December 4,2008, and back before the Council on December 9, <br />2008 requesting award of project. <br /> <br />Funding Source: <br /> <br />The funding source will be the Storm Water Impact Fees from Ramsey Town Center <br />development. The cost is estimated to be $900,000. <br /> <br />Staff Recommendation: <br /> <br />Staffrecommends accepting the plans and specifications for IP 08-37 and authorizing <br />advertisement for bids for the County Pond Storm Sewer Outlet. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution #08-10- XXX authorizing the advertisement for bids for the County <br />Pond Storm Sewer Outlet. <br /> <br />Attachments: <br />Resolution <br /> <br />Reviewed by: ~. , 0 <br /> <br />City Administrator: ~, <br />Director of Public Works/ Principal City Engineer <br /> <br />CC: 10/28/08 <br /> <br />-151- <br />
