<br />Updated Storm Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br /> <br />In accordance with regulatory requirements and accepted practices, this report <br />recommends the protection of the city's wetlands through the use of wetland <br />buffers. New developments are proposed to have a mandatory requirement for <br />native prairie grassbutfers. The City will also encourage the landowners around <br />existing wetlands in developed areas to add buffers to their wetlands. This <br />encouragement may include purchasing easements and furnishing the seed, plant <br />plugs and initial maintenance. <br /> <br />Wetlands are to be further protected by controlling discharges from developing <br />areas. The proposed controls include pretreatment BMPs and runoff controls <br />designed to maintain the current hydrology and maintain or improve the current <br />functions and values of the wetland. <br /> <br />D. Amendments and Updates <br /> <br />This report is intended for the coverage period to 2018. It should be considered as a <br />working document that should be updated and amended in accordance with the <br />procedures described in Section IX. Amendment will be needed as development <br />progresses and actual new development data is integrated into the overall model. <br /> <br />The Minnesota Pollution Control Agency (MPCA) has not completed total maximum <br />daily load (TMDL) studies for the impaired waters within the city boundaries of Ramsey <br />(see Table 1 S for the lisO, and is still completing the TMDL study of Lake Pepin <br />(downstream from Ramsey). The Lake Pepin TMDL may have a major impact on all <br />NPDES permittees in the metro area. The City of Ramsey is aware of the potential need <br />to amend the local water management plan prior to 2018 based on the implications and <br />requirements of the Lake Pepin TMDL and the TMDLs for the impaired waters within <br />the city. . . <br /> <br />The MPCA is in the process of reviewing the City's SWPPP.
