Community Development Director
Tim Gladhill, Associate Planner

Background:

For more than 2 decades, City Code has required that outdoor storage, sales, service, display and
rental areas are required to be surfaced with bituminous or concrete. Prior to the early 1990's,
the City Code required that these areas be "surfaced to control dust". _ Over the years, City Staff
has attempted to replace all references to -'surfaced to control dust' with 'surfaced with
bituminous or concrete' .

- Observations:

Recently, it came to City Staff's attention that the E-l Employment District regulations still
contain a couple otreferences to 'surfaced to control dust' foroutdoor storage areas, 'even though
the requirement for bituminous and concrete was adopted in-1993. In addition, both the E-l and
E-2 Employment- District regulations do not specify the requirement for curbing around the
perimeter of all paved surfaces. As a housekeeping item, CitY Staff is proposing an ordinance
amendment to bring consistency and clarification to the performance standards in the
employment districts.

Notification:

In accordance with State Statute and City Code, the public hearing notice for the proposed
ordinance was adve~ised in the City's official newspaper.

Attachments: '

1. Edited version of Section 9.20.24 (B-1 Employment District)
2. Edited version of Section 9.20.23 (B-2 Employment District)
3. Proposed ordinance

Funding:

The processing of this ordinance amendment is considered part of City Staffs'regular duties.

Recommendation:

The Planning Commission met on October 2, - 2008" to hold a Public Hearing and recommended
approval of the ordinance:

-17-
