<br />Councilmember Elvig stated that he thinks they did a demographic survey, and this fit their <br />formula. <br /> <br />City Administrator Ulrich stated that they have not done any specific market studies. He stated <br />that they hoped to use some of the EDA market studies that the City has been working on. He <br />stated that they want to be in emerging markets in the outer fringe areas of the metro area, such <br />as their current one in St. Michael. He stated that they are working with Jim Deal and noted that <br />they have also been talking to PACT Charter School. <br /> <br />Mayor Gamec stated that he thinks that is the way to go and have the private parties work <br />together. <br /> <br />City Administrator Ulrich noted that Flagship is scheduled to make a proposal to the City later <br />this year. <br /> <br />Councilmember Look asked about the type of financing put together for PACT Chart School and <br />if that would be an option for a private deal like this. <br /> <br />City Administrator Ulrich stated that he can check on that and report back to the Council. <br /> <br />7) Proposal from Prime. Advertising and Design for Newsletter Production and a <br />Community Resource and Residents Guide <br /> <br />Assistant City Administrator Nelson stated that the City of Ramsey was contacted oVer the <br />summer by the City of Anoka to do a joint Anoka-Ramsey Community Resource and Residents <br />Guide. He stated that Prime Advertising also submitted a proposal to do just a Ramsey guide <br />and noted that the costs are included. She noted that the joirit project would cost $2,064 and the <br />Ramsey alone guide would be $10,767. She stated that the newsletter proposal would be roughly <br />the same as what is spent in-house, but the City's cost would be reduced by $1,700 for ad sales, <br />so there would be a net cost of $5,316. She stated that the current City cost is about $5,884. <br /> <br />City Administrator Ulrich stated that he would pretty much call it a wash and feels the decision <br />that needs to be made is whether the Council likes the glossy Prime product that includes the ads. <br /> <br />Mayor Gamec stated that he personally likes the Ramsey newsletter as just our own. He asked <br />what the difference would be from the Anoka Chamber guide that conies out once a year. <br /> <br />Assistant City Administrator Nelson stated that it would be similar to the Chamber guide, but <br />more City-focused. <br /> <br />.
