<br />a quarterly bill possibly in the next billing cycle or in the Ramsey Resident to let them <br />know they will only get one notice in the quarterly statement and will n~ed to act on it. <br /> <br />Finance Officer Lund stated that as part of our contract with OPUS 21, letters will be sent <br />out more often than' just the quarterly billing. She stated that this is a new process, but <br />what will happen in the future is that a letter will be sent to person who left the delinquent <br />balance and one to new homeowner letting them know that if this isn't paid they will be <br />responsible for it. <br /> <br />Keith Kiefer, 6203 Rivland Avenue NW, read a statement from his laptop that he does <br />not recognize this as a legal and lawful process and objects to the special assessment <br />proposed. He stated that he objects to the lack of notices arid following due process and <br />cautioned this body to cease its unlawful acts. He stated that each member of this body, <br />prior to taking the office, agreed to uphold the constitution of the State of Minnesota, the <br />U.S. Constitution and the Ramsey Charter. He reviewed some of the matters that he feels <br />are illegal. He stated that this action tonight is to certify an attempted special assessment. <br />He stated that the Charter is to be viewed as the constitution of the City of Ramsey. He <br />stated in the Charter, Section 8.1, it states that no assessments shall exceed benefits to the <br />property that is assessed. He stated that the. County property records show that the <br />subject property's market value has gone done $12,000, between 2008 and 2009. He <br />stated that proper notices or itemized invoices have not been received. He stated that <br />notices have been personally served and sent disputing these actions and some of the <br />notices and actions were also video taped. He stated that. in December 2006, a court <br />order was issued continuing the matter for 18 months and the City of Ramsey and or its <br />agents were aware of this court case. He stated that this is contempt of court and a <br />constitutional :violation. He stated that in October, notice was given to the City and <br />despite this, there was theft of private property. He stated that in 2007, the City passed an <br />illegal ordinance, which includes the provisions of special assessments, failed to give <br />notices, violated laws and also an agent of the City falsely arrested him for 4 hours. He <br />stated that in 2006, the City and four of its agents tried to search his property unlawfully <br />and no search warrant was issued or authorized. He stated that the City took on this <br />action with the full knowledge it was illegal or unl&wful. He stated that this has created a <br />hostile environment apd he advises the City body to stop this abuse of power, obey the <br />law and limit further liability by dropping these special assessments. He stated that he <br />will e-mail a copy of this statement to City Clerk Thieling so the City has a copy of it. <br /> <br />Mr. Kiefer's written comments are attached to this set of minutes. <br /> <br />Sandra Dixon, 14760 Bowers Drive, stated that she also is here protesting the City's <br />action for alleged special assessments on her property. She stated that Coullcilmember <br />Dehen is her neighbor and used his position as a lawyer to cause her problems. She <br />stated that Chris Anderson from the City and the Police Chief came and stated that they <br />would like to see things out of site in the storage shed. She stated that they did <br />everything they requested, however, Chris Anderson ordered the theft and destruction of <br />private property and the shed and its contents were destroyed. She stated that another <br />issue is the pylons that Councilmember Dehen sold to them. She stated that even though <br /> <br />City Council!
