Public Hearing <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A PRIVATE DOG KENNEL TO <br />MAINTAIN FOUR DOGS ON AP ARCEL; <br />CASE OF KARlANNE OLSON <br />By: Al Haugen, Management Intern <br /> <br />Background: <br /> <br />On October 2nd, 2008,the.City received an application from Karianne Olson for a conditional use <br />pertuit for a private kennel to maintain a maximum of four dogs on the property at 6250 160th <br />Lane NW. City Code allows fora maximum ofthr~e dogs per parcel; four or more dogs require <br />a Conditional Use Permit. . <br /> <br />The following ite~s are enclosed for your lnformation: <br /> <br />a) Site location map <br />b) Request submitted by Applicant <br />c) Written statements of neighbors in support of Applicant <br />d) Material submitted by adjacent property owner in opposition of request <br />e) Police reports . <br />f) Proposed findings of fact <br />g) Proposed conditional use permit <br /> <br />Notification: <br /> <br />In accordance with State Statute, staff attempted to notify all property owners within 350 feet of <br />the subject property of the request. <br /> <br />Observations: <br /> <br />The subject property is approximately 2.72 acres and is zoned R-l Rural Developing. The <br />Applicant hl;lS requested a Conditional Use Pennitto allow for four dogs on the Subject Property. <br />These four dogs currently reside on the property. Two of these dogs are Chihuahuas, one is a <br />Labrador, and. one is a Bulldog. The Applicant has stated that there is a large outdoor kennel <br />iocated on subject property. <br /> <br />The City received an ordinance complaint regarding the keeping of animals on the subject <br />property on September 16,2008. The complainant has stated that dogs residing on the subject <br />. property are often found at-large on the complainant's property. The complainan~ has stated that <br />the applicant's dogs have physically assaulted the complainant's dogs~ One of the dogs has been <br />declared a potentially dangerous dog by the Ramsey Police Department. Police reports from the <br />incident have been included for review. If another similar report is submitted for the dog <br />declared 'potentially dangerous', the property owner will be required to register the dog as a <br /> <br />1 <br />
