Jt tf <br /> <br />PUBLIC HEARING REGARDING.AMENDING SECTION 9~22.02, SUBD. 2. <br />ESTABLISHMENT OF OFFICIAL ZONING MAP . <br />By Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />In 2006 it was brought to the attention of the City that a residence fronting on Ermine <br />Boulevard had been allowed to be constructed with in. the floodway of Trott BrQok._After_____._____ n <br />a review of several courses of action to remedy this problem it was determined .that the <br />replacement of the siX:. foot diameter culvert with a larger 6 foot by 14 foot box culvert <br />was the best course of action. The existing culvert has open joints which is causing the <br />loss of material from beneath the road bed and is in need of replacement due to its <br />condition and age. <br /> <br />A larger culvert at this location has the effect of lowering the upstream flood elevation <br />and thereby removes the Ermine Boulevard structure from the floodway. The down . <br />stream flood elevation is unaffected except for a very minQr increase (0.01 ft or 1/Sth of <br />an inch) for a short distarlce (60ft) downstream of the culvert. The two downstream <br />property owners within this stretch of Trott Brook have been notified of this fact in <br />writing and staff has met with them to explain this proposed change. <br /> <br />The City has initiated actions to amend the offiCial Floodplain Zoning maps. The City has <br />received a Conditional Letter of Map Revision (CLOMR) from the FederalEmergency <br />Management Agency (FEMA). This means that the hydraulic calculations submitted by <br />the City have been reviewed and approved by FEMA and that if the new culvert is <br />constructed as designed FEMA will approve ofafmal Letter of Map Revision (LOMR). <br />The LOMR will officially change the floodplain. <br /> <br />A copy of the CLOMR Letter dated September 25, 200S is attached to this case. Page <br />three of this letter indentifies a number of actions to be undertaken by the City in order to <br />facilitate this fl09dplain change. The fITst of these is the purpose of tonight's public <br />hearing which is to adopt flood plain management ordinances incorporating the revised <br />floodway reflecting the post-project conditions pursuant to the Section '65.12(b). The <br />Ci~'s Flood Plain z.oning Ordinance Section 9.22.02 sub. 2 is proposed to be amended <br />by adding of the CLOMR outlined in the September 25, 2008 FEMA letter as an addition <br />to the City's Offi~ial Zoning Map. <br /> <br />Recommendation: <br /> <br />Upon close of the Public Hearing staffrecommends.the approval of the amendmel1tof <br />Section 9.22.02 sub. 2 of City Code by adding the acknowledgement of the CLOMR <br />letter dated Septemher25, 2008 to the Official Zoning Map. <br /> <br />"53 <br />
