Utilization af architectural and landscaping techniques <br />that will enable the components of.the project to blend. <br />with the natural enviramnent: <br /> <br />. Mitigation of project impact on the natural enviromnent. <br /> <br />C. POLICY POSITIONS <br /> <br />1. Business assistance shall be .provided in a fonn that minimizes the risk <br />of public participation. <br /> <br />2. Business assistance requests for up-frant project financing through the <br />sale of bonds 0'1' other internal sources may require personal guarantees <br />of the developer. These requests shall be addressed on a case by case <br />basis. . <br /> <br />3. Business assistance shall nat be provided for projects requiring land <br />and/ar building purchases at prices in excess of fair market value. <br /> <br />4. Business assistance shall not be provided to' developers/prajects that <br />CalIDot adequately demanstrate all ability to camplete the propased <br />project on time alld on budget. <br /> <br />5. Assistallce will be provided based 01~ $25,000 per qualified job <br />created as referenced ill Section I.A.I in the Business Subsidy <br />Palicy unless a waiver is provided by the City Cauncil. <br /> <br />PROJECT REQUIREMENTS <br /> <br />All projects requesting business assistance must demonstrate the following: <br /> <br />1. . That the praject is not fmallcially feasible but-far the use of <br />Revalving LOall Fund, Tax Abatement or Tax Increment Finallcing. <br /> <br />2. That the project will comply with all provisians' set farth in <br />Minnesota Statute chapters l16j.993 thraugh 1I6j.995, as alllended <br />(Business Subsidies). <br /> <br />The Economic Development Authority and City of Ramsey, Minnesota.
