The project is currently being reviewed for a building permit and the plans show a temporary basin on <br />Lot 7, Block 1 that would be large enough to accommodate the drainage from both parcels, Stag has <br />requested a temporary drainage and utility easement to be established over this interim basin until such <br />time that the regional system is resolved, <br />Funding; <br />Any infrastructure improvement would be funded through development stormwater management tees <br />and/or the City's stormwater utility fund, depending on discussion. <br />Options; <br />1. Require the applicant to prepay the fees for both parcels that they own (to be credited against the <br />total infrastructure cost), and deposit a cash escrow for the estimated cost of the remainder of the <br />project. The City would initiate the project in coordination with the Armstrong Boulevard <br />improvements using the applicant's funds. <br />2, Require the applicant to construct the improvements required to accommodate their site <br />approval. This could be done now with the first project that is approved on Lot 1, Block 1, or at <br />the time a proposal comes forward for Lot 7, Block 1. <br />3. Require the applicant to initiate the 429 process for an ass sszraent project. <br />4, Have the City initiate the work and charge only the pro rata share to the applicant, <br />Recommendation; <br />City staff is open to all of the above options, but would like to advance option 1 to remain consistent <br />with the preliminary agreement that was reached at the time the site development application was <br />moving through the approval process, <br />Committee Action: <br />Based upon discussion <br />Attachments: <br />Alpaca Estates 4"' Addition drainage plan <br />Ramsey Commons grading plan <br />Reviewed by: <br />Public Works Director /Principal City Engineer <br />PW; 10/21/08 <br />—107- <br />
