COMMITTEE BUSINESS Case #1: Receiye Feasibility Studies and Information Meeting Comm eats on Dirt Streets City Engineer Jankowski stated that the City has received three petitions from residents regarding paving dirt streets. He stated that the petitions meet the guidelines of having at least 35% of the resident's signatures. He stated that over the last few weeks, staff has drafted feasibility studies and held informational meetings for residents. He stated that he would like to review comments staff received regarding each project. He noted that the meeting on Project 08- 31, Chameleon Street, was attended by 10 residents. He reviewed comments that the residents made at the meeting and noted that no written comments had been received. He stated that one resident has two lots, one of which is vacant and was asking not to be assessed for both. He stated that staff is recommending that the City continue to assess the full share for both lots because all the resident would need to do to make the second lot buildable is to meet the setback requirements. He stated that the property owner at 17410 Chameleon reported drainage issues and staff will take a look at this during the design phase, Chairperson erson Elvig asked what City Engineer Jankowski was looking for from the Public Works Committee. City Engineer Jankowski reviewed the recommendations from staff on page 4 of the packet. He noted that ultimately there will be a final feasibility study that will be presented at an official public hearing. Chairperson Elvig stated that the Public Works Committee can take comments tonight, even though this isn't the official public hearing. He stated that the comments tonight can help frame the feasibility study before it reaches its final stage. He reminded residents that they will have another opportunity to make comments at the official public hearing. Councilmember Dehen arrived at the meeting. City Engineer Jankowski stated that the next project is 08-34 151" Avenue, 152" Avenue and Fluorine Street and noted that 12 residents attended the informational meeting, He noted that written comments from this meeting are included in the packet starting on page 33. He stated that 2 of the property owners have stated that they would like to have City sewer and water included in the project, He stated that after looking into this request, staff has found that it would have to come out about three-fourths of the way through the streets and questioned whether there would be other residents interested in a feasibility study on including City sewer and water, Chairperson Elvig stated that he would like to tread very lightly because the original feasibility study was just to pave the road. He stated that he doesn't want to step into a hornets nest again with this situation. He stated that in the past there was a feasibility study about paving the road, Public Works Committee / September 16, 2008 Page 2 of 17 -81-
