Absent: Chairperson Johns and Commissioner Barr.

Case #2:

Con~idet. Off-Leash Anm for Alpine Pnrl<

Parks Supervisor Rivcrblood advised that this is a concept that has not yet been discussed by this
Commission. He exph;linecl that there is a growing population in Ramsey wham own dogs and
would benefit from a dog park. He advised that in terms of observing the off leash activity, there
area lot more people traveling to Rivers Bend .Park and "Iso at Alpine Park. He stated that City
code does not allow for dogs to be ot1'leash on land that is not private property and explained
that is one of the reasons for this request. He advised that in the prior year they offered $5,000
for seed money to match the outtield fences on fields two and three at Alpine Park. He advised
that while there were clear benefits for having those fences on the fields they were also activities
that could no longer take place there. He advised that these fences do actually help to create an
area that could be used for an off leash area. He explained that they would only need to add short
lengths of fencing to complete the area and advised that there already is irrigation in that area.
The area is as far from the other activities as they could possibly be in this park. He concluded
that for around $7,000, they could instu.ll the off leash area.

Commissioner Erickson questioned the square footage of the area.

Parks Supervisor Riverblooci advised that it would probably be greater than two acres in total but
did measure actual area. '

Commissioner LaMere questioned if a fountain would be installed for the dogs to obtain a drink.

Parks Supervisor Riverblood responded that they co\.Lld probably tap into the irrigation system to
allow for dog drinking water.

Commissioner LaMere questioned if this area would be allowed within City code and if there
would be a liability issue.

Parks Supervisor Riverblood advised that even if the Commission were to move forward with
this project it would not be moved on iminediately as there are still things that need to be
researched.

Commissioner Ericksot1 questioned if the two uses were going to be allowed at one time and if
there would be interference.

Commissioner Shryock advised that with those fences there shol.lld not be a lot of interaction
between the two areas.

Commissioner Backous questioned which type of gate would be installed.

Park and Recreation Commission/October 9, 2008
Page 3ot' 6
