Councihnember Olson stated that the way this is designed, the entrance isn't squared off with the
opening in the median and thinks the concrete thing in the middle confuses people and should be
removed. She stated that she.doesn't think a porkchop that allows a left hand turn will cure that.

Councilmember Dehen asked if it was the City's function to correct the center median and
correct the porkchop into Licensing Bureau.

Public Works Director Olson stated that the City can support any action that MnDot pursues, but
Highway 10 is their responsibility.

Councilmember Dehen asked if the City can let MnDot know about the accident history and let
them decide what they want to do.

Chair Elvig stated that the drawback to that approach is that MnDot will more than likely shut
down the opening.

Councilmember Olson asked about the accident history for the other side of Highway 10.

Public Works Director Olson stated that the accident history presented is for the intersection, as a
whole.

Chair Elvig stated he likes Councilmember Olson's idea about removing the concrete median.
He stated that he also likes the idea of narrowing the length, which would be a simple starting
step.

Public Works Director Olson stated that he is just trying to think how this affects Lano Trucking.

Councilmember Dehen stated that people will have to go down to Thurston A venue, but if they
have a trailer they can't do a U turn there.

Councilmember Olson asked if the porkchop was put in and no left hand turns were allowed,
whether that can be posted on Highway 10.

City Engineer Jankowski stated that would be MnDot's jurisdiction.

Councilmember Olson stated that she hesitates to mess around with the intersection when it
comes to Lano because she thinks the biggest issue is the License Bureau.

City Engineer Jankowski stated that U turns are prohibited from westbound to east bound
Highway 10.

City Administrator Ulrich asked if there was any sense in restricting traffic at the License Bureau
to right in and right out only.

Public Works Director Olson stated that if the City starts talking to the State, they may very well
close the median.

Public Works Committee / October 21,2008
