-278— <br />City of Ramsey <br />Ramsey Planning Commission <br />November 6, 2008 <br />Page 2 <br />2. The area identified as Public /Quasi- Public (city offices, public work facilities, <br />etc.) is an old Oak Savanna which the MPCA, DNR, Anoka County, <br />Anoka <br />Conservation District and city of Ramsey staff have been working towards <br />developing as a potential park. Over the past several years the MPCA has <br />incurred expenditures conducting management activities in the Oak Savanna area. <br />Therefore, our intent is to place a conservation easement on the area to protect the <br />Oak Savanna and our investment. On November 20 , the parties necessary to <br />achieve this goal will be meeting to start moving forward on the conservation <br />easement. <br />3. The areas identified as Business Park will not be available to develop within 30 <br />years. However, these areas could possibly be open to a Plan Amendment within <br />10 -20 years. <br />4. Lastly, the areas identified as Medium Density Resident Closed not a re as onable <br />activity adjacent to the Landfill. From experience in <br />it is not a good arrangement to have residential homes located near an active <br />remediation system (noise, odor, traffic, etc.). Other considerations which might <br />be more appropriate zoning designations are Office Park or Commercial. <br />Working in partnership with the local units of government, f h CLCAHhas successfully <br />rezoned two of the Landfills in the Closed Landfill Prog r am as <br />the process was cumbersome, the MPCA currently working on developing a better <br />product and finalizing the LUP product and process some time this winter. tied 1 anticipate <br />providing Amber Miller with a draft LUP for the Anoka/Ramsey Q Facility ty y <br />May 1, 2009. <br />Thank you for sending the public notification and the opportunity to provide these <br />comments.
