He reviewed some of the discussion points from those <br />meetings. He stated that there are three options for the Council to consider, the first option <br />would be to approve the plan as proposed and construct in 2009. He reviewed the advantages <br />and disadvantages of this option. He stated that the second option would be to continue with <br />land acquisition and delay construction until 2010, at the earliest. He stated that this option, in <br />staff's eyes, is the best option today because it allows time for identifying alternative funding <br />sources and continues the project momentum.
