Councilmember Elvig stated that he thinks this is a creative notion and agrees that it needs to be in an urban area. He stated that the $7,000 comes from the gambling fund, so he is in favor of it. He stated that he is concerned about the potential risk, but noted that there are risks to everything. Motion by Councilmember Elvig, seconded by Councilmember Strommen, to construct an off- leash area at Alpine Park, at a not-to-exceed cost of $7,000 funded by the Lawful Gambling Improvement Fund. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, and Look. Voting No: Councilmember Dehen. Absent: Councilmembers Jeffrey and Olson. Case #8: Consider Use of City Owned RALF Property for AHSD Community Education Fitness Classes Assistant City Administrator Nelson stated that staff has been contacted by Anoka Hennepin School District about using the former NAU building for after school and other community programming. She stated that Youth First uses the eastern portion of the building and pays for the utilities and maintains the space. She stated that the school district would like to use the space for exercise classes for the winter months. She stated that they are not interested in office space, at this time. She stated that staff has discussed that if a market rate tenant would come along, the City would want to act on that and discussed a 30-day notice to the school district. She stated that they are requesting a no-rent lease, just utilities and maintenance, the same as Youth First. Councilmember Dehen noted that this is essentially a free health club that provides classes. Assistant City Administrator Nelson stated that is correct and they have a fee structure for certain number of sessions, but it is a nominal fee. Councilmember Dehen stated that, in one sense, it is a good idea to help the community out, but it seems more geared for adults. The Community Ed representative stated that these classes are primarily for adults where they can use the facilities during the daytime, rather than nighttime classes. Councilmember Dehen stated that he is not necessarily opposed, but it creates a potentially unfair competition because the other health clubs have overhead, so it is kind of a subsidy. He asked how many people come to the classes. The Community Ed representative stated that depending on the space and room, they typically get about 30 people per class.
