Absent: Mayor Gamec. <br /> <br />Case #8: <br /> <br />Consider Adoption of the 2008 Comprehensive Surface Water Management <br />Plan <br /> <br />Civil Engineer II Linton stated that he is asking for adoption of the 2008 Surface Water <br />Management Plan as part of the Comprehensive Plan. He noted that the requirements are <br />specified by State Law and the City has hit every requirement. <br /> <br />Councilmember Jeffrey left the Council Chambers at 8:47 p.m. <br /> <br />Civil Engineer II Linton stated that preparation of the plan included creating a model for the <br />entire City. He noted that a portion of the plan was included in the Council packet. He stated <br />that the wetlands inventory has been completed and included as an appendix. He noted that Bill <br />Douglas of Bolton and Menk was present ifthe Council had any questions. <br /> <br />Councilmember Strommen stated that this model is very intriguing; she feels it is good that the <br />City is getting ahead of that. <br /> <br />Councilmember Jeffrey returned to the Council Chambers at 8:49 p.m. <br /> <br />Councilmember Strommen stated that she feels this goes back to.Councilrriember Dehen's earlier <br />comm.ents about taking water out of the ground and flushing it down the river. She stated that <br />she is glad to see this issue mentioned because the infrastructure is so costly, she thinks there is a <br />better way to do things as the City looks at the big picture. She stated that she thinks the City <br />will be working on ordinances and implementing the Comprehensive Plan and that may be <br />another way to look for incentives for developers who choose to do that sort of thing. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to adopt the 2008 <br />Comprehensive Surface Water Management Plan. <br /> <br />Motion carried. Voting Yes: Councilmembers Elvig, Strommen, Dehen, . Jeffrey, Look, and <br />Olson. Voting No: None.' Absent: Mayor Gamec <br /> <br />Case #9: <br /> <br />Adopt R~solution #08-10-XXX Amending the Personnel Policy <br /> <br />Councilmeinber Dehen stated that he wanted to know what prompted the review of this policy. <br /> <br />Human Resources Manager Kone stated that over the past year there have been a few instances <br />where off-duty conduct has impacted the workplace and essentially what they want to do is <br />make employees aware that there are circumstances where their off-duty conduct effects the <br /> <br />City Council October 28, 2008 <br />Page 17 of 20 <br /> <br />P35 <br />
