<br />the City deems this a buildable lot, but, a home would barely fit on the lot. He also noted thatif <br />the tower were to fall down, it would fall onto any structure that is there. He stated that, in his <br />opinion, this is not a buiidable lot. He stated that at the meeting with the neighbors in <br />September, the neighbors did agree to lower the cost for the second lot, but the statement he <br />received from the City still shows the larger assessment. He stated that he is retired and his wife <br />is not working right now, so this would be a big hardship for them. He stated that he heard on <br />the news that there will be a shortage of asphalt next year, and he expressed concerns about the <br />costs actually being much higher next year. <br /> <br />Councilmember Elvig stated that if the costs exceed a 10% increase for the proj ect, then there <br />needs to be a new public hearing before the project can move forward. <br /> <br />Mr. Penna stated that he wanted to make sure that the costs couldn't skyrocket and the citizens <br />haveto pay whatever the new price is. He stated that he would like to get the cost for the second <br />lot changed. <br /> <br />City Engineer Jankowski stated that the assessment policy presented is the same that has been <br />used by the City in the past. He stated that this was used in the Welcomes Road project where <br />there were similar situations and they were assessed for all the lots. He stated that Public Works <br />discussed this and their recommendation was to maintain the policy. He stated that there was <br />also discussion at the informational meeting in September with the neighbors, but only 10 of the <br />20 property owners attended the meeting. He stated that he doesn't recall if there was consensus <br />on this issue. <br /> <br />Mayor Gamec stated that even though there isn't access to the second lot right now, it is a <br />buildable lot. He stated that he understands the issues that the power line raises, but it is still a <br />buildable lot. <br /> <br />Councilmember Strommen asked that if this property was one lot of record, what the assessment <br />would be. <br /> <br />City Engineer Jankowski stated that it would be one assessment. <br /> <br />Councilmember Elvig asked if would be possible for Mr. Penna to get the lots combined. <br /> <br />Mr. Penna stated that this would be an additional cost. <br /> <br />City Attorney Goodrich stated that the Council is not determining the assessment tonight, just <br />whether the project will move forward. He noted that the neighbors will have a chance to <br />petition against the project for .60 days after the Council decision. <br /> <br />Mr. Penna asked how he can get his assessment changed. <br /> <br />City Attorney Goodrich stated that Mr.- Penna could move to combine his parcels and reiterated <br />that he will also have a chance to contest the assessment after the Council decision.
