<br />Civil Engineer Linton stated that this document has field verified parts of the City that were not. <br />completed when the wetlan~ buffer ordinance was. adopted. . . <br /> <br />. . <br /> <br />Chairperso~ Elvig. confirmed that. the City Council will need to adopt another portion of the <br />wetland buffer when this information is completed. . <br /> <br />Civil Engineer Linton stated that is what will need to happen and noted that there are outside <br />agencies that also need to review this document. He stated that staff is recommending that the <br />City Council put this document out for corriment and their. hope is that this will be completed in <br />time to be part of the comprehensive plan. He stated that after the agency comments are <br />returned, he thinks it would be a good idea to schedule a Council Work Session to discuss this <br />document. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Dehen to recommend to the City <br />Council that the draft Surface Water Management Plan be accepted by the Council and. send <br />copies to the reviewing agencies.. <br /> <br />Motion carried. Absent: Councilmember Olson. <br /> <br />Chairperson Elvig recessed the Public Works Committee meeting at 7:49 p.m. and reconvened at <br />8:00 p.m. . <br /> <br />Case #4 <br /> <br />Consider EstablishiiIg Topsoil Requirements in N~w Subdivis'ions <br /> <br />City Engineer Jankowski stated that the City is dne of the largest users of water for irrigation <br />purposes in the metro area. He stated that this issue was discussed in 2006 and the Council <br />ratified the Public Works recommendation to. amend Chapter 9 of the City Code to require 6 <br />inches of topsoil with at.last 40% organic material. He stated that the Council recommended that <br />the Environmental Protection Board review this and they noted that the 40% organic material <br />figure was probably not realistic because MnDot's figures are between 3% and 20%. He <br />distributed 2 soil samples and noted that although they both look like nice black dirt, the one <br />from a goifcourse has a higher organic content and will hold a larger amount of water. He stated <br />that staff is recommending an ordinance be considered that requires topsoil to have a minimum <br />.of 10% organic content and if not, that compost material be incorporated into the topsoil. . <br /> <br />Couneilmember Dehen stated that he is concerned about this requirement because of some of the <br />larger lots in rural areas. <br /> <br />Chairpersol!
