At that time, the land on which Sebastian <br />proposed a subdivision was zoned A-l, which was an agricultural cat~ <br />egory that allowed single-family residential developments with a mini- <br />mum of one-acre lots. By 1966, the county's planning commission (P & <br />Z) had given Sebastian final plat approval for S9 lots in his subdivision. <br />In 1967, the county revised its zoning ordinance and redesignated the <br />zone where Sebastian's proposed subdivision was from ,A-l 'to A-R. This <br />changed the miilinial residential lot size from one to io acres. Neverthe- <br />iess, in 1977, 1989, and 1996, theP & Z approved final plats for a total -- <br />of 17 additi~nal on~-acre lots.
