CASE # 3

2009 Work Plan
By: Chris Anderson, Environmental Coordinator

Background:

As the end of the year is quickly approaching, it is time for the Board to begin considering a
work plan for 2009. In contemplating potential projects/initiatives for 2009, Staff thought it
would be prudent to reiterate the role of the Board as outlined in City Code. The primary goal of
the Board is to ".. .review, consider, initiate and recommend to City Council such policies, plans
or projects which will enhance and preserve the natural environment of the City". The Board's
scope shall include, but not necessarily be limited to, matters of the preservation of the
community forest, water quality, wetland preservation, ground water protection, control of soil
erosion and air, noise and light pollution. The 2008 work plan (Exhibit 2), with edits identifying
items completed, ongoing or yet to be tackled, is inCluded for reference.

Observations:

2008 was another active year for the EPB. Following are a few of the highlights ofthe Board's
accomplishments:
. Arbor Day Tree Planting. Board members donated two (2) months worth of stipends to
purchase and plant seven (7) trees, in recognition of Arbor Day, in Riverdale Park.
. 2008 Environmental Expo. The Board provided input for and participated in the
revamped Environmental Expo and Tree Sale;
. Identified funding source to conduct feasibility study and survey regarding open space
referendum.

Possible items for inclusion in the Board's 2009 workplan include:
. Researching/developing water conservation strategies.
. Demonstration project, located in a public park, to be used as an educational tool.
. Research potential of City compost site for residents.
. Examine options to combine the Critical River ,and Wild & Scenic River regulations into
one comprehensive ordinance.

Recommendation

The Board, should consider topics/projects for inclusion in the 2009 EPB work plan. Staff will
than prepare the work plan for consideration at the January meeting and subsequently forward the
work plan to City Council for consideration.

EPB Action

Based on discussion.

EPB: 12/1/08
