<br />Motion by Member Skaff, seconded by Member Kiefer, to approve the following meeting <br />minutes: <br /> <br />1. Economic Development Authority regular meeting minutes dated September 4, 2008. <br /> <br />Motion carried. Voting Yes: Chairperson Riley, Members Skaff, Kiefer, LeTourneau, and <br />Steffen. Voting No: None. Absent: Members Elvig and Strommen. <br /> <br />EDA BUSINESS <br /> <br />Case #1: <br /> <br />Buxton Study Update <br /> <br />Economic Development Coordinator Sullivan stated the Buxton Group has completed the <br />analysis for the Retail Market Study for Town Center and the l67th Commercial Node. The EDA <br />Board has been provided with a list of the retail matches by location for the study. Brandon <br />Norrell of the Buxton Group is present to review the findings of the study and answer questions <br />of the Board. <br /> <br />Mr. Brandon Norrell, Buxton Group, provided a presentation and answered questions of the <br />EDA Board on the findings of the Buxton Study/Retail Market Study for Town Center and the <br />16ih Commercial Node. The following information was discussed: <br />· Defining Trade Area <br />The Town Center trade area has been scaled back to make it more realistic. <br />. Identifying and Profiling Customers <br />Dominant segmentation profile within the trade area: Segment 5 - Country Squires; <br />Segment 32 - New Homesteaders <br />· Matching Customers to Retailers <br />. Creating Customized Marketing Packages <br /> <br />There was considerable discussion regarding the Leakage/Surplus Analysis, including the high <br />leakage number reflected in the area of the l67th Commercial Node. Mr. Norrell recommended <br />that the City identify where there may be leakage or surplus areas, but not to strictly rely on this <br />information, which is provided as a supplemental tool. The information is gathered through <br />consumer surveys and retailers. He noted the City will be able to create its own leakage/surplus <br />area with the SCOUT tool to identify opportunities. <br /> <br />Mr. Norrell reviewed the following information with the Board: <br />. Ramsey, MN Retail Match List - State Hwy 47 & 1 67th Avenue <br />. Ramsey, MN Retail Match List - Armstrong Blvd and Sunwood Drive. <br /> <br />Mr. Norrell stated the list of retailers is not an exhaustive list; it is a work in progress. Input is <br />requested from the Board if there are retailers they believe are good matches. He stated this <br />information on retail matches is meant to help the Board identify what is possible according to <br />the customer base, narrowing it down to what makes sense as a community, and then fitting it to <br />the retailers the City is interested in.
