<br />Environmental Coordinator Anderson stated that City Engineer Steven Jankowski was 'present to <br />discuss the Lower Rum River Water Management Organization's (WMO) 3rd Generation Water <br />Management Plan. He advised that every ten years the WMO is required to review the <br />watershed and their plan. He advised that a survey would be passed out to several local <br />organizations that have interest in water management issues, including the EPB. <br /> <br />LRRWMO Chairman Steve Jankowski advised that the City of Ramsey has been a member of <br />the WMO since 1986. He advised that this would be the third plan for the watershed and <br />explained that the prior two plans had been largely void of public input. He explained that as a <br />Board they had a number of methods to gain information from the public, but thought that a <br />survey would be the best method. He explained that they want to make sure that they do gain <br />important information from the public with this survey. He advised that there are general and <br />specific questions on the survey. He advised that they would also be sending the survey out to <br />random residents within the watershed but are also targeting organizations that have interests in <br />water. He questioned if there were other organizations that would be interested in water, such as <br />the Anoka Historical Society. He advised that another reason he had come to the meeting was <br />for a critique of the survey. itself and to ensure that nothing had been missed with the survey. <br /> <br />'Board Member Bentz questioned the purpose of the survey. <br /> <br />Mr. Jankowski advised that the purpose of the survey is to help the LRRWMO formulate goals <br />and policies for the next ten years. He advised that in the last ten years they have mainly been <br />collecting water quality data. He adyised that public education is one of their future goals, <br />including adding articles to The Ramsey Resident. He advised that in the last planning process <br />they had discussed what would happen to the Rum River Dam when it becomes decrepit. He <br />explained that they had not then discussed that item since that time and thought that they would <br />begin those discussions in the near future. <br /> <br />Chairperson McDilda thought that it would be beneficial to have a plan for that situation: <br /> <br />Board Member Freeburg questioned how far up the river the dam effects. <br /> <br />Mr. Jankowski advised that it would affect the river up to the point of the boy scout camp or so. <br />He then reviewed the executive summary of the goals and policies of the watershed. <br /> <br />Chairperson McDilda stated that in looking at the survey there is a lot of reference to lakes and <br />streams but added that wetlands are also included in the jurisdiction of the watershed and thought <br />that wetlands could also be included in the survey to make residents more aware of them. <br /> <br />Board Member Max advised that the more the importance of wetlands are discussed, the more it <br />would become more of an environmental issue rather than political. <br /> <br />Mr. Jankowski questioned if residents would be able to determine the location of wetlands as <br />opposed to lakes. <br /> <br />Board Member Max had concerns with water discharge and methods of sequestering storm <br />water. <br /> <br />Environmental Policy Board I October 6, 2008 <br />Page 2 of8 <br />
