<br />Environmental Coordinator Anderson advised that the sod is not required across an entire yard; <br />residents could choose to seed or use other landscaping methods. He explained that it would not <br />be included in the four inches. <br /> <br />Board Member Max questioned if there would be an issue with organic matter sinking into the <br />lower layers. <br /> <br />Environmental Coordinator Anderson did not think that it would filter through. <br /> <br />Board Member Bentz advised that a lot of pressure would need to be put on the topsoil in order <br />to filter that through the hard packed sand. <br /> <br />Chairperson McDilda questioned the timing for the ordinance to be completed. . <br /> <br />Environmental Coordinator Anderson advised that the draft would be ready for the November <br />Planning Commission meeting. <br /> <br />Chairperson McDilda questioned who the escrow would be collected from. <br /> <br />Environmental Coordinator Anderson advised that it would be collected from whom ever was <br />requesting the certificate of occupancy. <br /> <br />Chairperson McDilda questioned if there is any intent that landscaping would need to follow <br />within a certain timeline from the topsoil so that erosion does not take place. <br /> <br />Environmental Coordinator Anderson advised that the City currently takes escrow for the <br />boulevard sod and required trees and thought that this was meant to put all of that together into <br />one. He advised that there is currently a one-year timeframe for a yard to be put in place. <br /> <br />Chairperson McDilda advised that the timeframe for topsoil and yard establishment should be <br />the same to help prevent erosion of topsoil. He advised that they would need to be mindful that <br />they are going through the follow-up steps to make sure that this is not wasted. <br /> <br />Environmental Coordinator Anderson advised that anything outside of the Rl zoning district is <br />required to lay sod. He advised that they usually complete a phase and then spend a couple days <br />doing the all the landscaping work. He advised that hopefully this would be put into place for <br />the construction season next year. <br /> <br />Board Member Max thought that it might be worth looking at the topsoil and ground cover <br />requirements to make them closer together. <br /> <br />Environmental Coordinator Anderson advised that through this proposed ordinance, a number of <br />sections of Code would be reorganized that the intent was to make the timeframes match up so <br />that there would be. a six month timeframe to meet the topsoil requirements and establish a yard. <br /> <br />Board Member Freeburg questioned where the topsoil would acfually come from.
