<br />leash, but staff wants some assurance that the dogs will be restrained if they are outside the <br />physical structure to prevent any opportunity for the dogs to become at large. <br /> <br />Citizen Input <br /> <br />Julian Kycia, 6300 160th Lane NW, appeared before the Planning Commission and stated he is <br />opposed to the CUP as evidenced by his letter dated October 16, 2008. He stated he has <br />attempted to provide sufficient information to the Planning Commission to assist it in making a <br />wise decision in this case and this is more about repeated warnings about the dogs chasing deer <br />through his yard, the dogs frequently barking at his front and back doors, frequently leaving feces <br />on his doorstep, and the dogs running up to his car and not letting him out of his car. He stated he <br />has reported many of these issues to the applicant and she has given him assurances that it would <br />not happen again and has asked him not to call the police. He stated he does not feel the <br />applicant has been a considerate or responsible pet owner. He added one of the applicant's dogs <br />attacked his dog resulting in a $235 emergency vet bill. He indicated he asked the applicant to <br />pay this bill and she has refused; as a result, he will be filing a Conciliation Court claim for the <br />vet bill. He stated if the CUP is granted, he hopes there will be assurances made that the <br />applicant's dogs will not chase deer or run at large, and that the City require a completely self;. <br />enclosed fence to hold the dogs. <br /> <br />Applicant Karianne Olson, 6250 160th Lane NW, and Chris Keller, 6250 160th Lane, appeared <br />before the Planning Commission. <br /> <br />Mr. Keller stated he would like to address the issue raised by Mr. Kycia regarding the dogs <br />surrounding his vehicle and not letting him out. He stated one of the dogs weighs less than two <br />pounds and on this particular occasion, he witnessed Mr. Kycia running across the yard yelling <br />and swearing at the dogs to get offhis property. He stated Mr. Kycia challenged him to fight and <br />there are numerous police records with respect to Mr. Kycia's behavior. He added he does not <br />want people to get the impression that they have mean or violent dogs. <br /> <br />Ms. Olson stated she has a puppy corral for the smaller dogs as well as a permanent dog kennel <br />on a .cement slab behind the detached garage. She added they bring the dogs in at night and they <br />have bark collars for them. <br /> <br />Commissioner VanScoy asked if the property is fenced at this time. <br /> <br />Ms. Olson replied the property is not fenced, but there is invisible fencing on the property; she <br />stated she needs to purchase collars for the invisible fencing. <br /> <br />Community Development Director Miller stated she received a call from one of the neighbors <br />who was not concerned about the animals running at large, but expressed concern about the dogs <br />barking.
