Case #1: Consider Request for Stop Sign at Fluorine Street and 146"' Avenue City Engineer. Jankowski reviewed the staff report and noted that a petition was received on September 10, 2008, signed. by 16 property owners. He noted that the petition is included in he packet and staff conducted a study on traffic volume, accident history and sight distance. He noted that there are no reported accidents at the intersection, but noted that a reportable accident is personal injury or damage in excess of $1,000. He stated that staff took traffic counts on all three legs of the intersection. He reviewed the traffic count numbers and noted that at the. intersection there were 650 units per day. He stated that it was found that the sight distances on the SE corner are slightly impaired because of landscaping on the corner. He stated that staff is recommending posting a stop sign on the west leg of the intersection of Fluorine Street, but for different reasons than the petition requested. He stated that there are a lot of children in the area that travel to and from the park. He stated that in the interest of safety, they are suggesting the neighborhood may want to petition the City for a sidewalk on the east side of Fluorine Street. He stated that staff is also suggesting that the basketball hoop on Fluorine Street be moved to a more appropriate location. Public Works Director Olson stated that staff supports the stop sign on the. western leg of the intersection. He stated that if the residents want to initiate a request for a sidewalk, staff would be supportive. Councilmember Dehen arrived at the meeting at 5:41 p.m. City Engineer Jankowski stated that an all way stop, as requested by residents, requires a significantly larger amount of traffic. Chair Elvig asked about the site triangle issue. City Engineer Jankowski stated that he feels the landscaping is not in compliance and suggested that the City work with the homeowners to remedy that situation because those. trees will get a lot bigger. Councilmember Olson asked about the location of the basketball hoop. City Engineer Jankowski stated that the hoop is on the north leg of Fluorine Street. Councilmember Olson asked when this street was due for an overlay. City Engineer Jankowski stated that it won't be for a while because these streets hold up better because they have concrete curb and gutter. :Councilmember Deheri asked if it was prudent to correct the sight line issues before a stop sign is .put in.
