Assistant City Engineer Himmer estimated it the City cost to be about $25,000. Steve_.Young, 3844 York Ave South, Minneapolis, the owner- of the property, stated that he would rather not spend. $50,000 to run a pipe from his parcel to a very large pond and not see the money back. or not go after all the benefiting parcels that would. tie in to what he built. He stated that he thinks it is wise for him just to defer making that decision until the adjacent lot is developed in the future. Assistant City Engineer Himmer stated that the diagram on page 12 does show Mr. Young utilizing the adjacent lot and putting in a temporary basin, so he could get a permit tomorrow, but this does encumber the second lot. He stated that what Mr. Young would like to know is if the City is willing to do the project and assess back his pro rata share or wait until lot 7 comes in for development and revisit the situation all over again. Councilmember Dehen stated that would mean the taxpayers take care of it in the meantime. Chair Elvig ,stated that the pro rata share would still be a considerable number. Assistant City Engineer Himmer stated that his estimate is about $45,000, which would be about $5,000 per lot and spread across 9 lots. Councilmember Dehen stated that there are 21ots and Mr. Young would like to use one of them for drainage. He asked what would be wrong with doing that. Public Works Director Olson stated that there is nothing wrong with that, but Mr. Young is saying that if he develops lot 7, he will need to put the water somewhere, so he wants to know if the City would support moving forward with the project now and assessing the benefiting parcels and up front the cost, 'or the-City will have to revisit it again when there is a .development proposal. Assistant City Engineer Himmer stated that Mr. Young's point is he is paying $6,000 for this lot in storm fees, so for the- 2 lots,. he will kick in about $11,000-$12,000. anyway, so he is wondering about the City up fronting the costs for the improvements. Chair Elvig asked what the difference in cost would be if this is postponed. Assistant City Engineer Himmer stated that the plan would be to use the existing right of way on the south side to run a line parallel down the south side. of Riverdale Drive, but is unsure of the difference in cost. Chair Elvig stated that he is not excited about the City fronting that much money because it would be like the City playing developer. Assistant City Engineer Himmer stated that one option to consider would be similar to the John Peterson deal where developer pays the up front cost and is reimbursed as projects come in.
