I understand that Fire Chief Kapler has safety concerns about cutting off one entrance to the neighborhood and that
closing 142nd would require that the city explore opening the south end of Argon to the Mallard Ponds neighborhood. I
am opposed to this for the following reasons:
1, Mallard Ponds isa private neighborhood.
2. The considerable. expense to the city of raising the road grade to match that of the private development.
3. The fact that there is already a gate there. In the unlikely event that we have problems on the south end of
Argon AND access is blocked south of 142"d t,ane and Argon, they can come through the gate at Mallard Ponds
and vice versa.
However,. if it were the only way to get 142"d Ave closed, I would be in favor of opening Argon to Mallard Ponds. It
would be the lesser of two evils in my mind and closing 142nd would result in a far safer neighborhood and intersection.
To sum up, closing 142nd west of the service road-would be a low cost way to reduce traffic through our neighborhood,
reduce turning traffic and traffic volume at 142nd and TM47 and it would still allow TH47 access to businesses along
TH47, Opening Argon St. at Mallard Ponds is too expensive, not necessary and would be intrusive to a private
development. I urge you to close 142"~ and keep Argon closed, but would support opening Argon St at Mallard Ponds If
that is the only vvay to close 142nd,
Thanks for your consideration and service to Ramsey,
Randy M,6ackous
1414$ Argon St. NW
Ramsey, MN 55303
7G3.421-8261

Z -167-
