CASE # <br />REQUEST FOR SITE PLAN APPROVAL OF CLUBHOUSE EXPANSION; <br />CASE OF RUM RIVER HILLS GOLF COURSE <br />AND RINGLER CONSTRUCTION <br />By: Sylvia Frolik, Assistant Community Development Director <br />Background: <br />The owners of the Rum River Hills Golf Course, and John Ringler of Ringler <br />Construction, have submitted an application for an expansion of the clubhouse at Rum <br />River Hills Golf Course. The course is located at 16659 St. Francis Blvd.. N.W. ,The <br />following items are enclosed for your information: <br />a) .Site location map <br />b) Site plan <br />c) City Staff review letter dated November 25, 2008 <br />d) Proposed Development Permit <br />Notification: <br />Site Plans do riot require a public hearing.. ' <br />Observations: <br />The site plan is proposing to add a 1,472 square foot 3-season porch to the clubhouse at <br />Rum River Hills Golf Course. The site .plan also replaces the existing decking and <br />increases the size of the deck by 768 square feet. The site is zoned Planned Unit <br />Development and the approved development plan provided for a mix of uses: golf <br />course, clubhouse, residential housing. <br />The clubhouse is actually located on one 54 acre parcel that is part of the course playing <br />area. The proposed lot coverage and building setbacks are substantially within City Code <br />limits given the size of the parcel. <br />Access is derived from 5t. Francis Blvd. N.W. and no new accesses are proposed. <br />City Code requires masonry construction for commercial .buildings unless otherwise <br />approved by City Council, ~ Although the site is zoned Planned Unit Development and not <br />Commercial, the clubhouse is a commercial use. The site plan proposes to use 6" half- <br />log siding to re-face the .existing structure as well as the addition. The front entrance is <br />being upgraded with a canopy and tapered columns of cedar and stone veneer. Given that <br />'the Planned Unit Development is a mix of golf course and residential uses, City Staff. is <br />recommending City Council approval of the proposed materials as they are more in <br />character with the neighborhood. State building code will require that the existing <br />structure and addition be sprinkled to meet fire suppression requirements. <br />-183- <br />
