CASE # <br />REQUEST FOR AUTHORIZATION TO DISTRIBUTE DRAFT 2008 <br />COMPREHENSIVE PLAN UPDATE; <br />CASE OF THE CITY OF RAMSEY <br />By: Tim Gladhill, Associate Planner <br />Background: <br />A draft of the 2008. Comprehensive Plan Update is ready for review and authorization for distribution per <br />state mandate. A draft plan must be distributed to adjacent communities, with a six month review period <br />to be completed no later thari May 29, 2009, per Metropolitan Council extension policy. <br />The following items are enclosed, for your. information: <br />a) DRAFT 2008 Comprehensive Plan Update (under separate cover) <br />b) DRAFT Future Land Use Map (under separate cover) <br />c) Memo Outlining Suggested Changes <br />d) Requested Land Use Change <br />Notification: <br />A Public Hearing was properly advertised in the official newspaper and staff attempted to notify all <br />property owners with a proposed land use designation change. <br />Observations: <br />At the ~ November 25, 2008 City Council meeting, staff was directed to bring back the draft 2008 <br />Comprehensive Plan Update before distribution.. Following changes as directed by City Council, the <br />draft has been updated by Bonestroo and checked for format and layout. In addition, a Table of Contents <br />has been added. The completed draft is available in paper and electronic versions. Adjacent <br />organizations will be receiving copies ofthe draft electronically, but no paper copy. ' <br />Staff and Consultant recommend incorporating the Water and Sewer Plans by reference, rather than <br />appendices. This will cut down. on costs of reproduction for each plan that is printed. The Metropolitan <br />Council already has the latest versions of both plans to reference. Adjacent jurisdictions can also request <br />paper or electronic copies of those plans as needed. <br />Staff has not had the opportunity to review the entire document for consistency and requested changes . <br />before the agenda was printed. Staff will be prepared to verbally provide comments and <br />recommendations. <br />A property owner at 7404 149`'' Ave NW has approached staff regarding a desired land use designation <br />change from Rural Developing to Medium Density Residential. This parcel is surrounded on one side by <br />Low Density Residential, on two sides by Rural Developing, and one side by Medium Density <br />Residential. Given that three of the four .sides are surrounded by single-family development, staff <br />recommends amending to Low Density Residential rather than Medium Density Residential to be more in <br />line with the intent and character of the surrounding neighborhood. <br />-197- <br />
