Councilmember Dehen stated that he feels education is very important and the City should start
getting the word out to citizens.

City Engineer Jankowski stated that he will be meeting with the Department of Health and noted
that the City could become a clearinghouse for information for residents.

Case #6:

Report on Extended Warranties on New Pavements and Overlays

City Engineer Jankowski stated that he has spoken with the Department of Transportation and
they had tried using extended warranties in the early part of the decade but they have moved
away from them. He stated that part of their idea was to protect the State from catastrophic
failures, which they found they didn't have. He stated that in discussing this with contractors he
got a different side, which he would like to follow up on. He stated that there are cities that are
requiring longer warranty periods, such as Andover, who requires a 2-year warranty. He noted
that Ramsey currently has a 12-month warranty period.

Councilmember Dehen stated that he thinks a key to longer wear is making sure the inspection
process is better when the road is put in. He stated that our diligence shouldn't be at the back
end.

Public Works Director Olson stated that he agrees with Councilmember Dehen about the
importance of inspections and noted that when he first came to the City there were a lot of things
that weren't being inspected because there just wasn't the staff.

City Engineer Jankowski stated that a number of contractors have offered to send their sample
specs and he would like to take a look and see what other people are doing.

COMMITTEE INPUT

Receive Petition for Stop Sign at Fluorine Street and 146th Avenue NW

City Engineer Jankowski stated that the City has received a petition for a stop sign at Fluorine
Street and 146th, which should be officially received and passed onto the Council. He stated that
he also handed out a letter from Mr. Kemp regarding looking at restricting parking on one side of
the frontage road.

Three Vehicle Accident

City Administrator Ulrich stated that Fire Chief Kapler was called away to a 3-vehicle accident
on Nowthen Blvd northwest of Sunfish Lake Blvd. He noted that there were 3 personal injuries
that were transported to the hospital. He stated that the injuries are severe, but there shouldn't be
any fatalities.

Public Works Committee / September 16,2008
Page 16 of 17
