<br />which then turned into questions about including curb and gutter, which turned into a question <br />about including sewer and water. He stated that this was interpreted by some people that the City <br />was trying to shove City sewer and water down resident's throats. <br /> <br />Public Works Director Olson stated that the petition from residents was only related to paving <br />the streets. <br /> <br />Chairperson Elvig stated that the other problem that got residents up in arms was the notion of <br />connecting neighborhoods. He stated that if residents are interested in sewer and water, the City <br />is willing to listen, but it must be initiated by the residents, not the City. <br /> <br />City Engineer Jankowski stated that he wanted to bring it up to the Public Works Committee <br />because there were 2 written comments received from residents. He stated that one thing that <br />was opposed by most of the property owners was the closing ofthe 152nd access onto TH 47. He <br />stated that the residents made valid points about the difficulties that would arise should this be <br />closed and staff has concurred with residents and is now recommending that this be eliminated <br />from the feasibility study. He stated that the next issue is related to connecting of 152nd to <br />Helium Street which most of the residents also opposed. He stated that staff is recommending <br />that this connection be retained because it is consistent with the City planning policy. He stated <br />that there were also concerns about some tree loss over the outfall area and staff will review <br />alternatives to try to reduce the loss of trees. <br /> <br />Gary Salmonson, 5520 15Znd Avenue, asked if the City's conservation guy had taken a look at <br />the old oak tree to see if it would be impacted by this project. <br /> <br />City Engineer Jankowski stated that he has talked to him, but he is not sure ifhe has taken a look <br />at the tree yet. <br /> <br />Chairperson Elvig stated that he is concerned about overturning the original recommendation <br />without getting input from the whole Council because that issue seems fairly significant. <br /> <br />Councilmember Dehen asked about property taken off for connection to Helium Street. <br /> <br />Public Works Director Olson stated that there is a stubbed right of way. <br /> <br />City Engineer Jankowski stated that this is Mr. Palki's property and the City would have to <br />purchase right of way from him as well as an additional piece from his neighbor to make the <br />alignment. <br /> <br />Wade Laslo, 5425 152nd Avenue, stated that if the connection to Helium is made, he would <br />prefer that the entry to TH 47 is blocked off because he doesn't want this to turn into another <br />Alpine South. He stated that he has City sewer and water and if the neighbors decided that they <br />wanted sewer and water, he asked if the streets would be tore up and he would be assessed again. <br /> <br />Public Works Committee / September 16, 2008 <br />Page 3 of 17 <br />
