Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Request for Site Plan Approval; Case of Julian Trangsrud, Royal <br /> Concrete Products <br /> <br />Zoning Administrator Frolik stated that Julian Trangsrud of Royal Concrete Products at 6640 <br />Industry Avenue N.W. is requesting site plan review for Phase I of a two-phased expansion. <br />Phase I consists of a 60' by 91' (5,460 square feet) expansion to one of the existing buildings on <br />the site. The expansion is proposed to be constructed of pre-cast concrete and will be used as a <br />cage production area. Phase II, which is to be addressed in 1992/93 will consist of a 20,000 <br />square foot expansion. The subject property is approximately 60 acres in size and is zoned <br />Business Warehouse. The Planning and Zoning Commission reviewed the proposed site plan and <br />noted that the expansion is: a) under a time frame urgency; b) is rather insignificant in size when <br />compared to the size of the subject property; and c) is an integral part of a larger expansion <br />scheduled for 1992/93. Based on these considerations, the City Engineer recommended waiving <br />many of the normal site plan requirements until approval of the Phase II expansion is applied for. <br />The City has waived certain site plan requirements in the past when there is a situation of additional <br />expansions being projected beyond the expansion under review. The Planning and Zoning <br />Commission recommended site plan approval for Phase I expansion contingent upon the applicant <br />providing the required information regarding parking, landscaping, screening, drainage, curbing <br />and hard surfacing at the time Phase II of the site plan is reviewed.
