Motion by Councilmember Cich and seconded by Mayor Gilbertson to continue with past practices <br />of naming tile parks the same name as the additions as they are platted and to not re-name the <br />handicap portion of River's Bend Park the David R. Hartley Park. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case 4/4: Fire Fighter Personal Pagers <br /> <br />Fire Chief Dave Griffin stated that the Ramsey Fire Fighters have the opportunity to lease personal <br />pagers through the state bid offered by AirSignal Corporation at a cost of $6.50 per month, per <br />pager. He explained that the number of pagers he's requesting is 10. The cost for insurance on <br />the pagers is $25.00 per year, per pager. <br /> <br />Finance Officer Ashley explained that the reason this case if before the City Council is because this <br />is a policy decision and a request for deductions from payroll. The cost of the pager would be paid <br />for by the individual with a "paid for in advance" program through payroll deduction. The City <br />would be deducting for three (3) month's lease in advance. The $25.00 insurance per year per <br />pager would be deducted form payroll also. She commented that the insurance is not mandatory; <br />however, if there is a loss (theft, damage, etc.) the cost to replace one pager is approximately <br />$199.00. She added that this State bid is only available to the fire fighters if payment is issued <br />fi:om the City of Ramsey. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to authorize the payroll <br />deduction to allow tile fire fighter's to purchase the pagers and also the insurance coverage. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case #5: Community Development Block Grant (CDBG) Program <br /> <br />Zoning Administrator Frolik stated that Anoka County is responsible for allocating to communities <br />the CDBG Funds fi'om the U.S. Department of Housing and Urban Development. She suggested <br />looking ahead to new projects to benefit the handicapped, senior citizens, low income persons and <br />economic development activities. She added that the City of Ramsey currently has an allocation of <br />$50,440.00 for CDBG projects. This figure represents the 1990 allocation of $24,720.00 and the <br />1991 allocation of $25,720.00. In order to meet CDBG time frames, Ramsey must conduct a <br />public hearing and adopt a resolution regarding the use of CDBG Funds by the end of February. <br />She informed the Council that the public hearing is being scheduled for the City Council meeting <br />on February 27, 1991. She stated that she is looking for suggestions as to what the money could <br />be used for. She mentioned the preservation of the old Town Hall building and stated she could do <br />some research to find out if relocating the building would also qualify for the funding. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Pearson to direct City Staff to <br />schedule and advertise a public hearing regarding the use of CDBG Funds for Wednesday, <br />February 27, 1991 at 7:30 p.m. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Peterson, Cich and <br />Hardin. Voting No: None. <br /> <br />Case #6: Fishing Pier in River's Bend Park <br /> <br />Finance Officer Ashley informed City Council that on February 26, 1990 City Council adopted <br />Resolution #90-02-58 directing staff to submit an application for a Cooperative Opportunities for <br /> <br /> City Council/February 12, 1991 <br /> Page 8 of 12 <br /> <br /> <br />
