Per Council direction, Ms. Frolik researched and CDBG Funds cannot be used to relocate the old <br />Ramsey Town Hall. She suggested establishing a group of citizen volunteers to assist in <br />researching the possibility of working with Anoka County Historical Society to renovate the <br />national historical site. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Peterson to adopt Resolution <br />#91-02-052 designating the use of 1990 and 1991 Community Development Block Grant funds in <br />the project year, 1991. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Peterson, Cich and <br />Hardin. Voting No: None. <br /> <br />Case #2: Request for a Conditional Use Permit to have Exterior Storage as a <br /> Principal Use of Rural Industrial Property; Case of Roger Munter, <br /> Elite Concrete <br /> <br />Ms. Frolik announced that Mr. Munter was not present. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to table this case <br />until Mr. Munter is available. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer and <br />Cich. Voting No: None. <br /> <br />Case #3: Request for a Conditional use Permit to Maintain a Commercial <br /> Vehicle Larger than One Ton in a Residential District; Case of David <br /> Pehlke <br /> <br />Ms. Frolik stated that Ramsey City Code states that no more than one one-ton motor vehicle shall <br />be parked or stored in a residential district. She stated that Mr. Pehlke is starting his own septic <br />system pumping service and is seeking City approval to store his two-ton pumper truck at his <br />home. She added that Mr. Pehlke does not have an accessory structure that would accommodate <br />storing the truck indoors. She informed the City Council that the Planning and Zoning <br />Commission conducted a public hearing regarding Mr. Pehlke's request and they recommended <br />approval and that the conditional use permit would cease when Mr. Pehlke was no longer in <br />business. <br /> <br />Upon inquiry, Attorney Goodrich stated the City can issue a permit for a specific time if agreed <br />upon by the City and the applicant and if there is a particular reason for the time limitation, such as <br />surrounding conditions. <br /> <br />The Council proceeded to review the Findings of Fact. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to add Fact #19 as <br />follows: The majority of the adjacent property is vacant, but City Council anticipates that within <br />two years there may be more development of residential housing. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to adopt the <br />Findings of Fact #0291 relating to Mr. Pehlke's request for a conditional use permit to store a <br />commercial vehicle at 5566 - 152nd Avenue N.W. <br /> <br />The following conditions were added to the conditional use permit: #7) All City expenses incurred <br />in administrating and enforcing the conditional use permit shall be paid by the applicant; #8) Hours <br />of operation will be limited to 6:00 a.m. to 10:00 p.m. Monday through Saturday and 10:00 a.m. <br /> <br />City Council/February 27, 1991 <br /> Page 5 of 10 <br /> <br /> <br />
