Voting No: None.

Case ~7: Request for a Conditional Use Permit to have Exterior Storage as a
Principal Use of Rural Industrial Property; Case of Roger Munter,
Elite Concrete

Ms. Frolik explained that Mr. Roger Munter of Elite Concrete has applied for a conditional use
permit to utilize Lot 1, Block 1, HY-10 Ramsey Addition for exterior storage purposes. The
storage area is proposed to be enclosed with chain link fencing with vision obstruction strips
woven through the fencing on the southern and western sides. She added that City Code states
that conditional use permits for exterior storage may be granted provided the storage area is
surfaced to control dust. Mr. Munter is requesting that since the subject storage area is temporary,
that the proposed requirements be addressed when he submits his site plan for future development
of the lot.

Councilmember Hardin stated that the requirements of City Code should be complied with. He
also added that he would like to see screening on all four sides of the storage area and possible a
higher fence.

Motion by Councilmember Peterson and seconded by Councilmember Beyer to table action on this
case until such time that the Mayor and City Engineer visit the site with Mr. Munter to decide what
type of screening and storage surfacing would be appropriate.

Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Cich and
Hardin. Voting No: None.

Case #8: Consider Adoption of Ordinance Conveying 20' Strip of Land within
Flintwood Hills 5th Addition and Consider City Signing as an Owner
on the Flintwood Hills 5th Addition Plat

City Attorney Goodrich stated that on February 27, 1991, an ordinance was introduced which
would allow the City to convey a 20' strip of land to N.D.H., Inc., the developer of Flintwood
Hills 5th Addition. That Ordinance is being presented tonight for final consideration and adoption.
However, it would not become effective until about April 15, 1991, and the developer is asking the
City to sign the Plat as an owner of the 20' parcel so that the plat can be recorded as soon as
possible.

Motion by Councilmember Cich and seconded by Councilmember Beyer to approve Ordinance
#91-04 which is an Ordinance permitting the conveyance of a 20' strip of land owned by the City
to N.D.H., Inc., developer of Flintwood Hills 5th Addition.

Motion carried.
