Mayor Gilbertson recessed the regular City Council meeting at 9:19 p.m. <br /> <br />Mayor Gilbertson called the regular City Council meeting back to order at 9:32 p.m. <br /> <br />Case #11: Review Information on Siren Maintenance and Discuss Options <br /> <br />Chief of Police Mike Auspos stated he had previously submitted information regarding the storm <br />warning siren system. He stated that a decision needs to be made on the future maintenance and <br />repair of the siren sites as there is no maintenance/repair plan in effect at this time. He stated he <br />attended a meeting in Hennepin County concerning the proposal from Doradus Corporation and <br />also received a proposal from Electric Systems of Anoka. He recommended that the City enter into <br />an agreement with Doradus Corporation. The contract would be for one year which would allow <br />more time to review other options. He also recommended entering into an agreement with Electric <br />Systems of Anoka at a cost of $1,710 for a one year preventative maintenance program. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to accept the bids from <br />Doradus Corporation at a cost of $2,686.00 and from Electric Systems of Anoka for a cost of <br />$1,710.00 <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No.' None. <br /> <br />Case #12: Open Meeting Law Information <br /> <br />City Attorney Bill Goodrich was present to review some information regarding the open meeting <br />laws. He explained that sometimes it is difficult to make a decision as to what is and what is not <br />considered a meeting. Councilmembers and Commission members can meet to discuss an agenda <br />item; however, they are not allowed to make any decisions; and they cannot meet to avoid <br />discussing something in public. He also added that the Supreme Court says that less than a <br />quorum is not an official meeting. Attorney Goodrich stated he would submit more information at <br />a future Council meeting. <br /> <br />Case #13: City of Ramsey's State Aid Bonding <br /> <br />Finance Officer Helling explained that the 153rd Avenue N.W. project was approved in excess of <br />one million dollars. Last fall, the City Administrator had planned to sell bonds for this MSAS <br />project along with several smaller (non-MSAS) projects. The MSAS project could not be <br />combined with the other projects for the purpose of bonding, so the City intended to go to market <br />with two bonds at $500,000 each. Due to the high cost of issuance for these bonds, it was decided <br />to facilitate the MSAS bond through a loan from the Landfill Expendable Trust Fund and combine <br />other projects with a future issue. The State had been notified of the Citfs intent to bond; <br />however, the loan was not finalized and the State of Minnesota is awaiting the resolution <br />confirming the date of bond sale. She is recommending that City Council adopt the resolution for <br />the sale of the bond for the purpose of establishing, relocating, constructing, reconstructing or <br />improving its State-Aid Highways or Streets in accordance with law. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to adopt Resolution <br />#91-03-068 to Commissioner of Transportation Requesting a Bond Record. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer and <br />Cich.
