Case #9: Open Meeting Law/Data Practices Act Information <br /> <br />City Attorney Goodrich presented additional information regarding the open meeting law and its <br />relationship to the Data Practices Act for Council's information. <br /> <br />Case #10: Report from Budget Committee <br /> <br />Mrs. Helling stated there were a number of items discussed at the Budget Committee Meeting of <br />March 22, 1991; however, four of them require action from the City Council. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to approve payment <br />in the amount of $2,576.25 to the Anoka Police Department for the 1990-1991 Ramsey Students in <br />the Drug Awareness Resistance Education (D.A.R.E.) program, funded in the 1991 General Fund <br />adopted budget; approve payment in the amount of $4,507.00 to the North Metro Development <br />Association and $2,553.00 to the North Metro Mayors Association for 1991 dues as required by <br />joint powers agreement signed in 1988 and 1989; direct the Acting City Administrator to notify the <br />North Metro Development Association and the North Metro Mayors Association that the City of <br />Ramsey may withdraw from these agreements effective January 1, 1992 and is therefore giving <br />notice as required by these agreements; that Council not subscribe to the MAMA Labor Relations <br />Subscriber Service at an annual rate of $2,600.00, but instead authorize the City Administrator <br />and/or Personnel Coordinator to retain the services of a labor relations/human resources specialist <br />on an as needed basis with a budget not to exceed $1,000.00 for calendar year 1991. The 1991 <br />adopted budget included $5,000.00 for labor negotiation services, and the $1,000.00 referred to <br />above is to be allocated from this budget. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson, Beyer and <br />Cich. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />A) Park Survey <br /> <br />Councilmember Cich stated he had received a copy of a park and recreation survey which consisted <br />of about 85 questions. He wanted to know who drafted the survey, who directed it to be done, <br />and where the information is going. He asked that this survey be ceased immediately. <br /> <br />Mrs. Helling stated that the City liaison for the Park and Recreation Commission was instructed to <br />draft the survey; however, it is on hold at this point. <br /> <br />B) Joint Meetings <br /> <br />It was the consensus of the Council to hold a joint meeting with the Park and Recreation <br />Commission and also a joint meeting with the Planning and Zoning Commission. <br /> <br />C) Economic Development Authority <br /> <br />Councilmember Hardin stated that the previous City Council had discussed checking into an <br />Economic Development Authority and he suggested this Council proceed with that. <br /> <br />City Council/March 26, 1991 <br /> Page 9 of 10 <br /> <br /> <br />
