Chuck Klein, 5551 - 164th Lane N.W., Ramsey (14-32-25-11-0008) stated his valuation went up <br />15-1/2% and asked if he could determine a mil rate to see how much his taxes will go up or is it a <br />flat 1%, 2% or 3%. He stated that Caldwell Banker had done an appraisal and had valued his <br />home in the mid 80's to low 90's. He stated his assessment puts him at the high end of the range <br />and asked for a meeting with Mr. Keefe. <br /> <br />Mr. Keefe agreed they should schedule a meeting. <br /> <br />Michael Powers, 8050 - 147th Avenue N.W., Ramsey (29-32-25-14-0008) - stated his building <br />was valued at $97,200 last year and this year the value went up to $130,400. He stated he has no <br />heat, water or lights and his building is used for storage only. <br /> <br />Mr. Keefe stated that the market value of his property is based on a 6,000 square foot warehouse <br />and the sales comparisons in the area. He reiterated that all the commercial property in Ramsey has <br />been re-evaluated. <br /> <br />David Valerius, 17521 Iguana Street N.W., Ramsey (05-32-25-42-0006) stated that he had just <br />built his house and it cost $90,200 to build which included the land and his tax valuation was for <br />$111,000. He inquired where the $21,000 difference comes from. He added that his basement is <br />unfinished and that he has not yard put in yet. <br /> <br />Mr. Keefe stated his property card shows a pole building to which Mr. Valerius stated he doesn't <br />have. Mr. Keefe recomputed his property and came up with a value of $86,900. Mr. Keefe stated <br />he would meet with Mr. Valerius to get this corrected. <br /> <br />Leonard Spohn, 1808 - 103rd Avenue N.W., Coon Rapids (35-32-25-21-0001) - stated that he <br />owns a parcel at 6030 Industry Avenue N.W. and the valuation has nearly doubled in the last two <br />years. He stated in about 1986 or 87, the City put a sanitary sewer trunk across the property and <br />he gave the City the right-of-way to do that. Now there are $280,000 assessments against the <br />property which makes it almost impossible to sell in his opinion. He stated that all inquires he's <br />had regarding the property in the last three years have been deterred by the special assessment. He <br />stated the people are being chased out of Ramsey and they are going up to Elk River for <br />development. He stated the idea of sewer and water was to help development; however, with the <br />assessments, you can't afford to develop. <br /> <br />Mr. Keefe stated City sewer and water is not taken into consideration when assessing, only the <br />land value; however, the services should enhance the value of the property. <br /> <br />Mr. Spohn stated that the City is negotiating with him for a couple of acres of land for the <br />McKinley Street extension. He stated he was going to give the land to the City; however, he feels <br />now he can't afford to if the land value is that high. <br /> <br />Mr. Keefe stated that adjustments were applied throughout the commercial properties. Mr. <br />Spohn's property is in the TIF District. The $7,500 special assessment is deferred until the lots are <br />developed. He added that Mr. Spohn has a unique situation due to the TIF District and that it <br />should be considered an enhancement because of the proposed McKinley Street. Mr. Keefe <br />reiterated the catch up plan and also the strict requirements put on by the State. He expressed belief <br />that the value is there but added that he would look at the property and if he is wrong, he would <br />make the deduction. He stated that he has data that supports the value he placed on the property. <br /> <br />Robert Maxton, 2125 Argonne Drive, Columbia Heights (23-32-25-14-0001) stated he owns <br />property at 153rd Avenue N.W. He has over 18 acres of undeveloped property and he has been <br />subject to a 35.4% increase since 1989.
