Mayor Gamec reiterated that he likes the Ramsey Resident as it is. He stated that he thinks
people love it and doesn't think they would like the advertising; however, he would be interested
to see one of the newsletters they have done for other cities.

Councilmember Jeffrey stated that if the City is going to get into the advertising business, he
thinks the City should be selling our own ads and gleaning the revenue. He stated that he doesn't
see the benefit to the City.

Councilmember Look stated that given the current economic times and everyone getting more
creative with marketing, he is in favor of allowing Ramsey businesses to promote themselves
and trying to help them in a difficult economy. He stated that if they can market their businesses
to Ramsey residents, then more power to them.

Councilmember Elvig stated that he agrees that if there could be a sheet of ads on the back on the
newsletter for people to advertise, he would support that.

City Administrator Ulrich confirmed that they were talking about utilizing our own newsletter.

Councilmember Elvig left the meeting at 9: 17 p.m.

Mayor Gamec stated that years ago when he worked on this, it was time consuming to sell the
ads.

City Administrator Ulrich stated that perhaps staff could solicit business through e-mail rather
than going out to businesses. He noted that staff would check into this and bring back more info
to the Council.

Assistant City Administrator Nelson confirmed that the Council was not interested in the joint
Community Guide at this point.

Mayor Gamec stated that he would like to look at other city guides to see how that will differ
from the Chamber guide.

City Administrator Ulrich stated that he would let Anoka know that the City is not interested in
this project this year.

Mayor Gamec suggested that due to the late hour, the remaining agenda items be postponed.

5) Health Impact Assessment

Community Development Director Miller stated that the Health Impact Assessment would be
included in the Comprehensive Plan and suggested that Council look at the information included
in the packet.

City Council Work Session / October 7, 2008
Page 13 of 14
