Absent: Councilmember Cich. <br /> <br />Councilmember Hardin asked Mr. Otter, WMMI, about royalty payments. <br /> <br />Mr. Otter stated it is a separate subject and he would be willing to discuss it at a later time. <br /> <br />Attorney Goodrich agreed it is a separate issue, but one of concern. <br /> <br />Case #8: Introduce Ordinance to Amend City Code to Require Transient <br /> Merchants to be Licensed in the City of Ramsey <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to introduce <br />Ordinance #91-X to amend City Code to require that transient merchants be licensed in the City of <br />Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer and Hardin. <br />Voting No: None. Absent: Councilmember Cich. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to direct the City <br />Attorney to draft an ordinance to amend Section 7.01.10 of the City Code to indicate that fees will <br />be set annually by Council resolution. <br /> <br />Motion carried. Absent: Councilmember Cich. <br /> <br />Case #9: Revision of Grading and Excavating Permit for North Fork, Inc. <br /> <br />City Engineer Jankowski explained that the City issued a mining and grading permit for the <br />excavation of a man-made lake in Northfork Addition in 1987. This permit had no set completion <br />date and was to remain in effect so long as the permit conditions were met. Subsequently, major <br />revisions to the Code regarding mining and grading were enacted, making certain conditions more <br />restrictive than the previous ordinance. North Fork, Inc. has requested that the 1987 permit be <br />reissued to meet the requirements of the current ordinance. Mr. Jankowski summarized the terms <br />of the conditional use permit. Item #11 should be amended to read "Dewatering is specifically <br />prohibited within the scope of this conditional use permit unless additional submittals are mandated <br />and approved by the City Engineer". <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt Resolution <br />#91-04-091 approving the conditional use permit request for grading and excavating; Case of <br />Glenn Rehbein Excavating, Inc. and North Fork, Inc. <br /> <br />Motion carried.
