Councilmember Peterson suggested that if the Park Commission wants to conduct a survey,
they should discuss it with the City Council first so the Councilmembers are aware of it
when a citizen calls with questions and complaints.

Acting City Administrator Helling suggested the possibility of having the survey sent out
with the Ramsey Resident. She felt that with the new format, it would be more cost
effective to send it out as an extra page in the Resident. She suggested a page that could be
folded and sent back to the City.

Mr. Boos stated the Park and Recreation Commission wanted information from everyone,
not just from people with children. He felt that they would probably be the people most apt
to sent the survey back to the City.

Chairmen Hetland explained the reason for using the telephone survey along with the
handouts. He also added that there was to be no st',iff time involved, it was set up to involve
all volunteer help. The only cost to the City was $100.00 to copy the survey from Elk River
and the cost of the paper to make copies.

With regard to the Comprehensive Parks and Open Space Plan, Chairmen Hetland suggested
that everyone take a copy home to review, make their suggestions for changes and return
them back to City Hall.

Mrs. Helling stated a public hearing is scheduled for the following week regarding the
Comprehensive Plan.

Councilmember Hardin stated that he would like to see more development in the open spaces
before acquiring more land.

Chairman Hetland explained that the Commission feels that connecting the trails is a priority;
however the Commission is not actively seeking to purchase land to finish a trail due to lack
of funding.

Mayor Gilbertson stated that the land that is needed to connect the existing trail is going to
cost the City money as the landowners are not going to just give it to the City.

The City Council and the Park and Recreation Commission review some of the goals listed
in the Comprehensive Parks and ()pen Space Plan.

Mayor Gilbertson asked Mark Boos to send a copy of the Comprehensive Plan to the City of
Elk River.

Councilmember Peterson brought up the subject of tax forfeit land.

Councilmember Beyer explained that if the City does buy tax forfeit land they have to use it
for public purpose, such as a park.

Councilmember Peterson asked for an update regarding the "Adopt a Park Program".

Commissioner Prall explained that it will be designed the same as the "Adopt a Highway
Program".

Mark Boos said that he feel the "Adopt a Park Program" is a good concept and that there has
been interest expressed by local businesses and community groups.

JOINT CITY COUNCIL/PARK AND RECREATION COMMISSION / MAY 9, 1991
PAGE 3 OF 4
