Councilmember Hardin asked if Mr. Barthold had checked into any agriculture chemicals which
could help reduce the odor to which Mr. Barthold replied no, he had not.

The odor issue was discussed with several members of the audience.

One resident stated he has smelled the pigs maybe only twice a year and he lives closer to Mr.
Barthold than any of the residents who are complaining.

Another resident stated he has lived in Ramsey since 1949 and there have been various fm'm odors.
He felt it depends on what people consider a nuisance and that it sounds as if Mr. Barthold is
trying to take care of the odor problem. He asked if anyone had spoken with Mr. Barthold
directly, which would have eliminated people coming before Council when it is not even
necessary.

Carolyn Nelson, resident, stated she is concerned with the question raised about chemicals placed
on the manure as it could potentially harm the water.

CONSENT AGENDA

Ms. Frolik requested that her memo to the City Council regarding the change in ownership of
Aluminum Recycling, Inc. from Glen Rychner to Max Schwartzman & Sons, Inc., Alloy
Recovery Company, be added as #20 of the Consent Agenda.

With regard to #4 on the Consent Agenda, Councilmember Hardin asked Mr. Schroeder for the
status of the Gallagher issue. Mr. Schroeder stated that the rubbish had been cleaned up by a
company contracted by the City and the City is now in the process of billing the owner (Moroz).
He stated he intends to write a letter to Gallagher's Service noting the City's displeasure with the
way they handled this issue. He added he will advise Council as to the resolution of the problem.

Councilmember Hardin suggested that Gallagher's Service be billed for the rubbish being picked
up as they should have removed the rubbish along with the dumpster.

Motion by Councilmember Hardin and seconded by Councilmember Cich to approve the following
items in the Consent Agenda:

1 ) Approve the following City Council meeting minutes:

a)
b)
c)
d)

e)

Regular meeting minutes dated May 28, 1991.
Regular meeting minutes dated June 11, 1991.
Regular meeting minutes dated June 25, 1991.
Public hearing meeting minutes dated July 9, 1991 regarding Improvement Projects
890-14, #90-19, #90-20, #90-21 and g90-28.
Regular meeting minutes dated July 9, 1991.

2) Note the following Commission, Board and Committee meeting minutes:

a)

b)
c)

d)
e)

Planning and Zoning Commission public hearing meeting minutes dated June 4,
1991 regarding request to vacate the northern half of Outlot B in Countryside
Estates.
Planning and Zoning Commission regular meeting minutes dated June 4, 1991.
Planning and Zoning Commission and Economic Development Commission
Workshop meeting minutes dated June 13, 1991.
Economic Development Commission regular meeting minutes dated June 12, 1991.
Park and Recreation Commission regular meeting minutes dated May 9, 1991.

City Council/July 23, 1991
