Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer and <br />Cich..Voting No: None. <br /> <br />Case #2: <br /> <br />Adopt Resolution Awarding Community development Block Grant <br />(CDBG) Funds to Public Service Agencies <br /> <br />Ms. Frolik explained that the CDBG Subcommittee met earlier this evening to review the <br />applications solicited from public service agencies for the allocated $10,000.00. The <br />Subcommittee recommended the following: $2,000 to the Community Emergency Assistance <br />Program, $3,000 to the Anoka County Community Action Program, $3,000 to the Alexandra <br />House and $2,000 to Rise. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to adopt Resolution #91- <br />07-168 approving the distribution of CDBG Funds as follows: $2,000 to Community Emergency <br />Assistance Program, $3,000 to Anoka County Community Action Program, $3,000 Alexandra <br />House and $2,000 to Rise and authorizing the City Administrator and Mayor to enter into <br />agreements with each of the agencies on behalf of the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case #3: <br /> <br />Request to Consider Amending Terms of Conditional Use Permit; <br />Case of James Monson <br /> <br />Ms. Frolik stated that the City had issued a conditional use permit to Mr. James Monson to <br />construct an amateur radio tower on his property at 15705 Traprock Street N.W. contingent upon <br />Mr. Monson planting coniferous trees every 15 to 20 feet along his front property line by the fall of <br />1991. She stated that since that time, she has received a petition from a couple of residents <br />requesting that the placement of trees for screening purposes be determined following the <br />construction of the tower versus arbitrarily planting a wall of trees along the front property line <br />only. Ms. Frolik added that Mr. Monson is in agreement with the request. <br /> <br />Motion by Counciimember Hardin and seconded by Mayor Gilbertson to approve the request to <br />amend the conditional use permit issued to James Monson at 15705 Traprock Street N.W. for an <br />amateur radio tower so that screening will be determined following construction of the radio tower. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Cich and <br />Peterson. Voting No: None. <br /> <br />Case #4: Request for Site Plan Review; Case of Jeffrey Knutson, Glenn <br /> Rehbein Excavating, Inc. <br /> <br />Ms. Frolik stated that Glenn Rehbein Excavating, Inc. has submitted ar proposal with regard to <br />their site plan for the maintenance facility at The Links Golf Course. They are proposing hard <br />surfacing the driveway and off-street parking area, applying Class V on the work area and <br />installing concrete curb and gutter along the building front, designating property line monuments <br />on the site plan, amending the site plan to reflect that no more than 100 feet of the driveway will <br />drain onto 153rd Avenue N.W. and increasing the off-street parking area to 13 spaces. The <br />Planning and Zoning Commission recommended approving the site plan with hard surfacing of the <br />driveway and off-street parking area, applying Class V on the work area, installing concrete curb <br />and gutter the length of the driveway to the building front, designating property line monuments on <br /> <br />City Council/July 23, 1991 <br /> Page 6 of 10 <br /> <br /> <br />
